Is Virtual Reality the ultimate empathy machine?

Clouds over Sidra has received much praise for telling the story of a Syrian refugee and her journey to a refugee camp. The audience gets a glimpse, probably the closest they'll ever get, to what it would actually be like. But this response from another Syrian refugee again makes me question: what is the empathy doing?

Global Nomads Group has combined virtual reality with virtual exchange. This is a good example of a way to use virtual reality in conjunction with other teaching tools

Virtual Reality, a fully-immersive computer-generated simulation, has been dubbed the "ultimate empathy machine". There is merit in these claims because there has never been a technology that allows people to other places in this way without actually going there. But it gets back to the question, what empathy is being achieved by these simulations what what actually is that empathy going to do?
